Managing Fellowships
Graduate fellowships, similar to scholarships, are financial awards that do not have a work obligation. For an overview of Fellowships, please access Fellowship information under the Student Funding section of Graduate School website. This website provides information to Departments regarding Graduate School Fellowships nomination process and departmental fellowship awarding process.
Fellowships Offered by the Graduate School
The Graduate School offers a variety of fellowships for prospective and current students. Nominations for these fellowships can be submitted by College Associate Dean’s (AD) or Director of Graduate Programs (DGP) through the Fellowship system in MyPack portal. See instructions under the New Fellowship System section below. Students cannot submit nominations for these fellowships directly.
The Graduate School sends emails to AD’s/DGP’s to request nominations for these fellowships primarily during late-Fall and Spring timeline along with the nomination criteria and specific deadlines.

Department Fellowships
Colleges and departments can award fellowships to graduate students from their internal funds. College and departments cannot use state appropriations for these fellowships. Please refer to the Provost memo related the fund source for fellowships. Graduate School will not process any College/Department Fellowship funded on state appropriations and will request another funds source.
Departments have the option to use the Fellowship Offer Letter Template and make edits, as needed, or use their own letter to send the fellowship award information to the student. Departments should enter the required fellowship information and upload the award letter in the Fellowship System to process the payment to the student. See instructions on using the Fellowship system under “Department Fellowship System Instructions” below.
New Fellowship System (MyPack Portal)
The Graduate School has implemented a new Fellowship system within MyPack portal. DGPs, GSCs, Assoc. Deans and other authorized personnel can login to MyPack portal using their Shibboleth credentials to access the Fellowship forms to perform the following functions:

Fellowship Form Review by Financial/Research Administrators
There are two options available to departments to incorporate financial/research administrator’s review of the Fellowship form to verify the financial elements before it is routed to the DGP/Grad School for approval and verification:
- Option 1: New “Fellowship Payment Inquiry” SAR role: This role addresses departments’ feedback to allow finance/research administrators to review fellowship funding before it goes to DGP for final approval or to the Graduate School for verification. This means your department can now set up its own internal review process to ensure funding sources and other details are accurate prior to being approved by the DGP.
- Grant Access: Add the “Fellowship Payment Inquiry” SAR role to any personnel in your department who needs to review the departmental fellowship forms.
- Internal Notification: Fellowship submitters can email the designated reviewers to inform them about the fellowships in “Draft” status in the system needing their review. You can provide instructions on how to access the Fellowship system under the “Campus Finances” tile in SIS.
- Confirmation & Submission: Once reviewers confirm or approve the funding source (or other elements) via email, the submitter can then “submit” the fellowship for DGP approval. They should add a comment on the Fellowship form stating that the Project ID/fund source has been confirmed with the department’s finance or research personnel.
- Option 2: Award Letter Review: If the department awards few department fellowships, they can use the following process for review:
- Send Award Letter: The Department Fellowship submitter can email the “Fellowship Award Letter” (with the Project ID listed) directly to the department’s finance or research administrator.
- Sign-Off: The Finance/Research administrator can then sign the award letter to indicate their approval of the fund source. This letter can be uploaded while entering the Department Fellowship in the Fellowship system. If the Project ID is not correct, they can add the correct Project ID on the letter and email it back to the submitter for correction on the Fellowship form in MyPack portal. The Graduate School verification process will check that the Project ID matches the one listed on the award letter.
These updates aim to provide departments with more control and oversight over financial details before final submission.

Fellowship Requirements
Graduate students are required to fulfill the following basic requirements in order to receive a fellowship award:
- Must be enrolled full-time
- Must be a graduate student in good academic standing
- Enrollment in direct deposit through “Student Self Service” via the MyPack Portal
- Foreign national students must meet with a Foreign National Tax Specialist in the International Employment Tax Group of NCSU Human Resources for tax assessment and to sign appropriate tax forms
Fellowships are disbursed monthly, official disbursement dates can be found on the fellowship information form, see Processing Fellowships below for details. The fellowship year is August 1 – July 31.
International Students
There are no limitations for international students to hold fellowships, and they are not required to have a social security number in order receive their award. Students will however, need to meet with the International Tax Office to set up their tax panel. Some countries require a tax on awards such as fellowships. The International Tax Office will be able to walk students through the process and answer any tax information they may have. For more information, please visit the International Tax Office website
Types of Fellowship
There are two types of fellowships, Primary and Supplemental. The fellowship type is determined by the amount of the award.
